Disinterest on its own doesn't do much. Active disinterest (though I wouldn't advocate it as a tactic) works because it necessarily exists within a framework of interest, making it slightly paradoxical. The basic structure is give them just enough attention so they go to give you attention, then you ignore them, then they clamber for attention, then you 'playfully' take the piss out of them for it.
Again, not advocating this shitty tactic, just describing it in a way it will work to achieve the desired effect.
Really you'd be better off asking yourself why you would want to use such a tactic, if you do.
Not sure what you've been exposed to in the past but maybe try Juggler's books, The Blueprint and Flawless Natural and read some of the quality content on here for a different perspective. One that is not manipulative and deals with the real issue (and the only thing you can actually change) the self. Self improvement is about improving yourself not manipulating the world so your undeserving self gets what it thinks it wants.
